Andy Knellar

Group Executive Director

Andy is the Founder and Group Executive Director of Commtech Asia and has been in the commissioning industry since 1981. A passionate engineer by background, Andy was inspired to form Commtech Asia with a mission to be the industry’s leading, independent technical specialists that truly recognise the value and importance of its role in successful construction outcomes.

With over forty years of experience in the industry across datacentre, banking and IT, major developments, offices, retail and hotel sectors across the globe, Andy was involved in many high-profile and iconic projects including the KLCC Development in Malaysia in the early nineties and many global financial services and datacentre construction projects including Cheung Kong Centre in Hong Kong, and Izumi Garden Tower and Kawasaki Data Centre in Tokyo from 2003 to 2007.

His early beginnings as a Testing, Adjusting and Balancing (TAB) Supervisor and Commissioning Contracts Manager working across the UK, Africa and Australia provided him with the technical expertise and insight into managing projects and building long-term relationships with blue-chip organisations including many global financial institutions, developers and technology giants.

In 1992, he was charged with setting up and running the firm’s venture into Asia and in 1999, he relocated to the vibrant city of Hong Kong and commenced his management role.



Robert Porter

Group Finance Director

With over 40 years of experience in finance, accounting and tax across the globe, Robert is Commtech Asia’s Group Finance Director who leads the development of the group’s finance function to facilitate our expansion across the Group.

Robert spent 39 years in the public accounting and consulting profession in various countries including the UK, Saudi Arabia, Taiwan, Indonesia, Thailand, and Cambodia, and three years as Finance Director of an FMCG manufacturing and distribution group in Myanmar.

Dan Fagg

SEA Managing Director

Dan is Commtech Asia’s SEA Managing director responsible for the commercial performance, procedures, compliance and dispute resolution across all offices.

An expert in managing the commercial aspects of large construction projects, he is no stranger to the complexity inherent in some of the region’s leading Integrated Resorts and Casinos. He previously worked for the Las Vegas Sands Corporation, at The Venetian Macau, where he was responsible for the overall contract management of various large-scale enhancements works.

Starting his working life as a quantity surveyor, Dan went on to provide commercial management expertise to major projects in the UK, Romania, Oman and Cambodia. Dan brings these 16 years of broad, multinational experience to ensure the best outcomes for Commtech Asia clients.






Askins Lam

APAC Managing Director

Askins has a passion for the latest technological advances, and he brings this tech know-how to Commtech Asia’s commissioning projects. A chartered engineer by training and an expert in engineering design and project management, Askins is a specialist in MEP management for critical facilities, datacentres and high-end fit out projects.

He joined Commtech Asia’s operations in 2013 and is now managing our China and Hong Kong operations as APAC Group Managing Director. His strong leadership, forward-thinking mindset and excellent project management skills saw the successful delivery of multiple high-profile projects, which ultimately led to significant business growth in APAC. With many years working across Asia, his multi-sector experience includes retail, commercial, datacentre and mission-critical facilities, banking and finance, industrial, hospitality and aviation sectors.



David Armstrong

Non-Executive Director

David Armstrong is Non-Executive Director and former South East Asia Managing Director of Commtech Asia, responsible for the delivery of commissioning services across the region and maintain the company’s position as the leading provider of Commissioning Management services in the region.


David has many years of experience in the Mechanical Engineering Industry and in management and commissioning of building services contracts, including many highly technical and challenging projects for IT & financial clients. He then commenced his career as a Mechanical Engineering design draughtsman and moved into projects and commissioning works in the late 1980’s.

He joined Commtech Asia Ltd in 2002 and has successfully delivered numerous projects working as lead Project Commissioning Manager. David has vast Asia Pacific region project experience, and is highly respected within the industry, with an emphasis on business critical systems.
